Jira issues UI polish

Description

After creating the Jira issues list page #223917 (closed), there are some small details that we can improve:

  • When you hover over the author name, the underline is one space too long
  • When you hover over the assignee, the name includes an @ at the end
  • Upgrade banner: The "Upgrade plan" button is missing from the banner
  • Upgrade banner: the latest copy for the banner should be:

Upgrade your plan to enable this feature of the Jira Integration.

  • Remove "Recent search" element since it is not functional and wasn't in the original scope.
