Column sorting for Incident list

Allow users to more quickly triage their incident list, and find active incidents that are in need of additional attention.
Proposal
Similar to what we've done with the alert list, we can introduce column sorting for the incident list. Here's what it looks like on the alert list:
As a first pass, column sorting could be introduce on the:
- severity
- date created
- published
