Whitelist project check (git fsck) failures

Problem to solve

Large upstream repository mirrors sometime fail the repository check due to various reasons. The problems cannot really be fixed but instead result in a weekly mail to the GitLab admins. For example the Libreoffice core repository contains commits where a whitespace between the name and mail address is missing:

Proposal

Allow admins to whitelist projects, so that failures are ignored for these project, but other project failures can be prevented.
