Problem to solve

GitLab provides a simple tool to administrators for emailing all users, or users of a chosen group or project, right from the Admin Area. Currently the email is only plain text. Admins would like the ability to send HTML and/or Markdown emails to their users for a more content rich experience.

Admins should be able to create HTML or Markdown emails via the Admin tool to send to their users.
