Ensure that arrow functions are not used as constructors

We currently need to transpile arrow functions, because sometimes we use them as constructors unfortunately, see this discussion: !36840 (comment 379683848)

We need a way to ensure that is not done, and then we can turn off @babel/plugin-transform-arrow-functions
