Project tags has incorrect empty state when filter yields no results

If you visit the tags page for a given project, then type something in the filter bar which does not match any existing tags, you will be told that the "Repository has no tags yet." which is not correct.

We ought to change the copy to say something more accurate in this case, like "no tags found which match 'my-tag-filter'".
