Project creation using a new instance level template either takes a long time or fails on Staging
Summary
Project creation using a new instance level template takes a lot of time on Staging.
Steps to reproduce
- Log-in to staging.gitlab.com using an admin account (Credentials in GitLab QA 1P vault)
- Create a new project with one file in a new group.
- Go to Admin Area > Settings > Templates > Custom project templates and add the group you just created.
- Create a new project using the instance template you just created. NOTE: Please make sure that the template you are using is the one that you just created. Sometimes, the new template does not show right away (old one is shown) and you need to refresh the page a few times for it to be displayed.
- Note that you are stuck on "Import in progress" for a long time. For me, sometimes it succeeds and other times it fails.
Ideally, since the project just has one file, the import should be quick.

What is the current bug behavior?
Either the import takes a very long time to complete or does not succeed.
What is the expected correct behavior?
The import should be quick since the template has just one file.
