Support assets in group releases

As a Persona: Release Manager , I want add assets to my group release, so I can showcase important materials related to versions being released at the same time."
Intended users
The user should be able to add assets that are specific to the group release item.
Proposal
Provide a mechanism through the API and UI where users can associate assets to a group-release. These assets are not attached to any codebase.
UX problem validation : Look into what assets users need to upload, and why.

Permissions and Security
Anyone with access to group-releases should be able to see the group release assets. We should consider a permission option for who can manage/edit these assets.
