Docs: show alert for features behind flags

Problem to solve

Folks see features on the docs, try to use them, don't find them, and get confused. That's bc the feature is behind a flag, disabled.

To clarify that the feature may/may not be available, add an alert box saying the state of the FF just below the feature heading.
