Provide a cancel button for two-person approval requests

Problem to solve

When a user requests a change using two-person approvals, they are met with an experience that prevents further changes while the initial request is approved or denied. In the first iteration, there will not be a way for users to cancel these requests, which can become problematic if they request a change by mistake. There should be a way for a user to cancel their request to reduce noise and prevent any friction of other users trying to make changes.

Proposal

Add a [Cancel] button to pending requests for the user to click on to remove the request from the approval queue and unlock the setting.
