Do not display projects pending deletion

Problem to solve

Delayed deletion of projects was introduced under #32935 (closed). By default, the delay is 7 days. During that period, projects continue to be displayed in a variety of places. Displaying projects scheduled for deletion is necessary for those who might want to recover the project.

Proposal

Consider how deleted projects are handled. Do all users need to see projects scheduled for deletion? Or just those that have the permissions to restore the project? How can we better indicate in a consistent manner that a project is scheduled for deletion?
