Users changing labels on an issue / MR are not added as participants

When we determine the participants of an issue / MR, we take into account the author, assignees, and mentions in the description and all the notes (including system notes).

When we moved the label change system notes into ResourceLabelEvents, these events were not included when determining participants.

Same thing would happen when we enable the events for weight, milestone, and state changes.
