Feature Flags Regex Support for strategies
Problem to solve
As a Feature flag operator, I want to be able to create a FF strategy that includes a regex instead of creating a long list of users manually
Intended users
User experience goal
The user should be able to create simple regex rules to create a userid or user list strategy for example: *@gitlab.com would create a userID list that would enable the feature flag with any user that matches the rule - for example for dogfooding
Proposal
From the UI point of view, it should look similar to:

Note: For first iteration this will be enabled for userID and User lists strategies only - before expanding to flexible rollout and others
