Expose metric to observe state of dynamic partitioning

We create dynamic partitions during runtime. Not having the right partitions created is a disastrous state to be in, we would fail to insert any data to the affected table.

As such, let's add monitoring capabilities here: Expose a prometheus metric that allows us to understand how many partitions we have and if there are any missing ones.
