Pipe abuse reports into a GitLab project as issues

• Currently abuse reports (when you report a comment or a description) are sent into a dedicated queue in an admin page.
• This isn't very useful, since it doesn't take advantage with the power of GitLab project management.
• Proposal: Have those abuse reports pipe into some GitLab project. Maybe some project you configure. Then you immediately have a ticketing system.
• Do it at the group level so it can be a powerful moderation feature.
  • So at the group level, you have this configuration, and it points to a special abuse reports project you designate as part of the group configuration.
