Investigate connection timeouts for ActiveRecord

During today's outage we discovered that the EE DB load balancer will just sit and wait for a host to become available, even when it's down. This suggests Rails/ActiveRecord is using either an infinite or otherwise very high connect timeout. We need to make sure that any connection errors are raised immediately, otherwise the DB load balancer can not do its work properly.
