DAST Site profiles - Form MVC - Add routes

Summary

This issue covers the creation of the basic routes and views that will be required to implement the DAST Site profiles feature. We'll need an index view to access the profiles library and a new view to create a DAST Site profile. Those views should be accessible at the following URLs:

• index: /:namespace/:project/-/on_demand_scans/profiles
• new: /:namespace/:project/-/on_demand_scans/profiles/dast_site_profiles/new

Implementation plan

• Update ee/config/routes/project.rb to include the new routes
• Define the new controller actions
• Create the corresponding HAML views
• The new routes should be protected with the same permissions as the current /:namespace/:project/-/on_demand_scans route
