Notifications for CI Minutes quota limits does not respect group-level notification settings

Summary
I received an email "Action required: Less than 5% of Pipeline minutes remain for " to my primary email, not the email I have configured all notifications from to go to.
Steps to reproduce
- Add a custom notification configuration to go to a different email address for a group that is running low on Pipeline minutes
- Observe email does not get sent to the configured email address once 5% of Pipeline minutes remain

Email is sent to custom email address as registered!
