Capture Change of canary weights in audit log

Problem to solve

As a user I want to have a record of a any change in my deployment, who, when and what was done.

Intended users

User experience goal

The user should be able to investigate a cancel deployment event

Proposal

Under the audit log add the following info:

<editor> = the user who pressed the cancel button

Author Action Target At
<editor> Deployment weight switched <Deployment name> <weight> <name of deployment> <timestamp>

Further details

After we deliver #226994, we want to capture any switching activity that a user does to the deployment
