Show personal pipeline quota usage

Description

In https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/1535 we introduced the ability to set quota limits for personal projects. We currently show group-based quota limits in the UI, as per the screenshot below, but there is no place to show personal quotas.

Proposal

• Create a page to display personal quotas in the same fashion as the group quotas
• UX: Where should the entry point to this page be?

Documentation

• @axil We need to add just a simple piece of documentation to show people where to view their quotas, https://gitlab.com/help/user/admin_area/settings/continuous_integration should perhaps include both personal and group quota instructions.
