Ability to choose a project on new issue page

Problem

If you are on Project A (e.g. GitLab Enterprise Edition), and you want to create an issue for Project B (e.g. GitLab Community Edition), you have to go to Project B, and then you can create an issue for it. Otherwise, if you forgot to change the project, you have to do an extra step - move the issue or you even don't notice that you create an issue in another project.

Proposal

I think it would make more sense to provide an option to let a user choose the project before submitting issue. The reasons are:

• It would decrease the possibility you create an issue in an improper project.
• It would be more flexible and efficient to create an issue.
