Improve spam snippets admin UI

Secondly, from an admin point of view, the UI to work through spam snippets is quite time-consuming. From the list of snippets, you have to: open each snippet and mark it as spam, open each user to file an abuse report then click through that, then pivot back to the admin area where you can clear through the abuse-report queue. When you click 'delete user & report' in the UI, the button you just clicked disappears, moving 'Block user' to be immediately under your mouse, which is still sensitive until a fairly long fade-out animation takes place. This places a floor on the amount of time it takes to clear each report, and if you click too quickly, you'll click on 'Block user' (the user you just deleted) which will redirect you out to a 404 page. It would be great to have a more streamlined interface: allow multi-select of snippets/issues to be marked as spam which will also automatically generate a user abuse report without need for separate page navigations. Being able to click more rapidly through the queue of abuse reports in the admin UI would also be super helpful here.
