Add autochangelogs to Release Evidence

Problem to solve

When we deliver the Autochangelog capability we should also work to include this as a chain of custody artifact within release evidence.

• Delaney (Development Team Lead)
• Sasha (Software Developer)

User experience goal

As a user checking the changes made to a particular repository, the changelog can be representative of those changes, we want to be able to see those changes in context of releases.

Permissions and Security

• Members with no access (0) should not be able to view release evidence
• Guest (10) members should not be able to view release evidence
• Reporter (20) members should be able to, if they have Auditor permissions
• Developer (30) members should be able to, if they have Auditor permissions
• Maintainer (40) members should be able to, if they have Auditor permissions
• Owner (50) members should be able to, if they have Auditor permissions
