Package Detail: Update the "Version" tab to be "Other Versions"
Problem to solve
Currently on the package registry, when you're viewing the detail view of a package, you are presented with the details of a specific version. There is a tab navigation element that allows you to see other versions of the package. Currently, the label can be confusing, implying that you are looking at a vague package detail, and need to navigate to see the different versions.

Further details
By clarifying that the tab represents navigation to other versions, the number next to the tab title must be the count of other packages, excluding the current package being viewed.

Documentation
If we mention or explain the "Versions" tab, we should update the copy to include "Other versions" and clarify that the other versions are exclusive of the version of the package you're currently looking at.
