Layout width = fluid doesn't have effect on issues (ie, they don't use 100% of page width)

https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/1161 was marked as solved but Layout width = fluid doesn't have effect on issues (ie, they don't use 100% of page width). It's annoying when, on large screens, issues require lots of horizontal scroll (eg for code block sections)
