Move link to file view to bottom bar in Web IDE

Problem to solve

In #199081 (closed) we removed the "Open in file view" link from the Web IDE. There now has been feedback that the link was helpful, so we should bring it back in another, less problematic space, which is the bottom bar. If we get feedback that this is not visible enough for users, we could also think about moving it to the file dropdown.
