Summary

Based on gitlab-ui!1474 (merged), we want to pass a stacked prop to all the GlRadio and GlCheck Groups inside the GitLab.com project.

Aligns designs correctly.

Risks

Some forms need to be evaluated as to the UX impact of a vertical form.
