Automatically link Jira issue with GitLab activity

Problem to solve
The current integration between GitLab<->Jira requires a developer to directly cite a Jira issue in a commit message (like initial commit, closes PM-125). This is tedious, requires developers remembering the appropriate Project Key and issue ID and assumes they input these things correctly in the commit message itself.
