Goal setting with Objectives and Key Results (OKRs)

Description

Objective: Provide a tool that allows groups to set quarterly goals and link issues, epics, and roadmaps

As an organization grows it becomes increasingly difficult to align efforts around common goals. Two main issues exist here: 1) the inability to align resources around larger efforts, and 2) a focus on activities instead of outcomes. Objectives and Key Results (OKRs) is a goal setting methodology that's used by Google [1][2] and many other companies to address these issues.

There are a number of online services that provide OKR management [3], however, it would be ideal if goal setting was integrated directly in GitLab to complete the full development lifecycle.
