Move Members to Project Information in the left nav

Problem to solve

The left side navigation contains quick links essential to navigating between project features. Some items in the left sidebar can be disabled and hidden from the menu (like Wiki, Snippets, Requirements, etc), reducing the visual clutter in the list. However, some items, like Members are inherent to the concept of a project and it doesn't make sense to let someone remove it as a menu item.

However, the feedback remains that the left sidebar can be overwhelming and difficult to distinguish from one another.

Conducted a number of research studies to better understand user perception of this change:

As of 2021-05-06 the data points overwhelmingly to Overview as the logical location.

Proposal

We should reconsider the placement of Members on the project and group level. We don't want to negatively impact usability, so it should remain accessible and discoverable.
