Geo: Move Geo deployment from repmgr to patroni on primary

Problem to solve

After creating a sufficient reference architecture, we need to migrate/deploy the primary to patroni from repmgr - we should use the available patroni docs for that.

Proposal

• Move PG deployment from repmgr to patroni
• Document any issues and loop in groupdistribution

What does success look like, and how can we measure that?

• Geo deployment healthy
• Patroni on primary successfully configured
• Looping pipeline successful
