Update usage ping data to track file locking data

Problem

Currently we offer two flavors of file locking, default branch file locking and multi-branch file locking. These overlap and it would be ideal to remove the least used, however, we have not data around its usage.

Proposal

1. Add count of users for each default branch locks
2. Add count of users for multi-branch LFS locks
