`$CI_JOB_MANUAL` should be set in all dependent jobs

Description

Currently, $CI_JOB_MANUAL is only set on the triggered job itself. However, its dependent jobs might need to know whether they'd have been triggered manually.

Proposal

Set $CI_JOB_MANUAL on all jobs which have been triggered by a manual job.
