Add security report version parsing usage metrics

We do not have good insight into what versions of security reports our customers are uploading. We should add usage metrics to better understand what versions customers are pinning to or whether they stay on the latest.

Accurately measure spread of security report versions to better understand what report versions are being uploaded. Understand whether customers are sticking with latest versions or pinning to old ones (and if so, what percentage)
