Consider using ActiveSupport instrumentation for Gitaly durations

As mentioned in !34907 (diffs, comment 365806699), we might be able use ActiveSupport custom instrumentation support to "publish" events that would be consumed by our performance bar library (and possibly by our json logger). Grape and Lograge use this.
