Evaluate “Report abuse” button prominence

The following question was asked in a Hacker News thread:

Report Abuse button is next to the New Issue button. But it's given the same size and prominence. Is abuse really as common as creating new issues ?

Per our documentation:

The Report abuse button is displayed at the top right of the issue or merge request:

  • When Report abuse is selected from the menu that appears when the Close issue or Close merge request button is clicked, for users that have permission to close the issue or merge request.
  • When viewing the issue or merge request, for users that don’t have permission to close the issue or merge request.

While 'Close issue' and 'New issue' make sense as a button group and with similar visual weight, I agree that 'Report abuse' and 'New issue' is an odd pair to see by default, let alone with equal visual weight.

Possible exploration

  • Use a different style of button when the user only has the 'Report abuse' button to visually reduce prominence next to the 'New issue' button.
  • Consider alternate placement of the 'Report abuse' action that separates it from creating a new issue.
