Changing the Terms of service should have option to reinforce user confirmation

Description

Currently changing TOS can be done without being reasked by gitlab.

If the TOS is changed the admin should be asked if this is a minor change (no user interaction necessary), or a big one, which implies a new agreement by the user.

Proposal

Add checkbox / button for clearing user agreements or version field for Terms of service.

If version changes or button is pressed all users have to agree to the TOS again.
