Monitoring for feature flags changes

The last few days I'm working on investigating Geo failures and I feel like I'm doing stupid work because errors can not be reproduced locally, moreover, they can't be reproduced on the same production environment in a few minutes when all the inputs are the same.
I went through the feature_gates production table and I see there gazillion of features that are currently in use and not in use. Given that the feature flags has 1 hour cache this all gets extremely complex.
I propose to create some possibility to monitor what's changed, when, by whom.
