Provide a way to customize the new user dashboard/post-login welcome to gitlab page

Problem to solve

As an admin, I want to be able to provide customized message to group of users instead of sending out broadcast messages to all users on the GitLab instance. Example scenario, when a user logs in, if they are part of any project, they see a list of project(s). But if they are not, they will land on the new user dashboard OR welcome to GitLab page. I would like to be able to provide a text blurb somewhere on that page or be able to add a text-box to the page with instructions as to what to do next e.g., contact the admin to request to create a new group.

Provide a focused way for admins to target a specific scenario of users (those without projects) on the next steps on the new user dashboard.

Allow admins to customize the new user dashboard/welcome to gitlab page by adding a text blurb or a text-box to it. welcomepage

Further details

Currently admins have the option to use broadcast messages, header/footer but they target all users on the instance and not just e.g., the ones without projects.
