Provide Available Runners from CI Lint

Description

The problem is that I want to have a deployment job execute across many environments (rather than a single selected runner).

This leads me to problem two which is that I want to specify a specific runner to execute against, so I can create an environment per machine involved.

This leads me to trying to utilize the runner's hash for the job tag. (The answer to this is no, it does not)

The result, I have to commit to see if GitLab supports this approach to specifying what runner to use.

Proposal

Since the project already has a list of available runners, the linting tool should easily identify a subset of available runners based on the tags specified.
