Remove "Duplicate dashboard" from the dashboard selection dropdown

Problem to solve

In #223204 (closed) we're moving the "Duplicate current dashboard" action to a "+" button group that allows the user to create a new dashboard from scratch or by duplicating the current dashboard.

In order to avoid duplicate (no pun intended) actions, we should remove the "Duplicate dashboard" action from the dashboard selection dropdown.

Availability & Testing

End to end tests are currently using the Duplicate dashboard within the dashboard selection dropdown, a refactor to the spec will be necessary for the tests to pass. Please trigger package-and-qajob at on the relevant MR for this issue. The refactoring is being tracked on an issue.
