Graph metrics report data over time

Problem to solve
As an engineer I want to see data captured in the metric report so I can see how metrics not captured in GitLab are trending over time.
Intended user(s)
- Delaney (Development Team Lead) - who wants to track various metrics from the team to see how they are trending over time like load test data.
- Sasha (Software Developer) - Who wants to see how the current metric improves or degrades the trend of that metric vs the previous build or target branch.
User experience goal
The user should be able to use the UI with GitLab to see how a metric captured in Metric Reports is trending over time for for a project.
Proposal
Using data with timestamps in Metric Reports show a spark chart on the MR to trend captured data.

What is the type of buyer?
The buyer for this is the director who wants their teams to track any number of metrics over time specific to their org and are currently sending that data to an external solution. This is a GitLab Premium feature.
