Make Issue templates more usable (idea stolen from github)

Proposal

If issue templates exist add a step before creating an issue to select the issue template.

This could be combined with

• gitlab-ce#46197 Parameterized issue/MR templates

and could be a really nice addition to adding issues really easy and fast
