What should happen when user enters too large a value for /estimate

Follow up to https://gitlab.com/gitlab-org/gitlab-ce/issues/46193 and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/18964

If user applies a value larger than the maximum allowed for /estimate, GitLab silently uses the maximum. We should either have validation to prevent the user from entering that too large value, or have some feedback to the user that GitLab made this choice for you.
