Allow non-admins to see the Deleted Projects tab

Problem to solve

The Deleted Projects tab introduced in !33502 (closed) is only available to admins. However, after discussion it was agreed that users who delete projects should be able to restore them to "fix their own mistakes", regardless of whether they are admins.

Proposal

• Non-admins should be able to restore any project which they were able to delete.
• Non-admins should be able to view the "Removed projects" tab on the projects dashboard. This tab should list all projects which the user is able to delete/restore.
