Consider merging window.location jest mock helpers

The following helpers both mock aspects of window.location (one for the methods, the others for accessing window.location props). We should consider merging both to have one consistent mock interface:

• spec/frontend/helpers/mock_window_location_helper.js
• spec/frontend/helpers/set_window_location_helper.js
