Extend .gitlab-ci.yml to provide track and rollout

We are working on https://gitlab.com/gitlab-org/gitlab-ee/issues/5415. However, this concept is implicit.

We should extend .gitlab-ci.yml to provide an explicit concept of track and rollout. This will be important to accurately show the environment state and be able to redeploy.

Currently, today, when we do Re-deploy we re-run some old job. With explicitness we would be able to re-deploy to previous stable production rollout.
