Backend: Allow users with developer access to clear runner cache

Hi All,

Currently, only owners & maintainers are allowed to clear the runner cache, but it's really important for developers to clear the runner cache because developers are the one making changes to tests and pipelines, which sometimes fails due to cache/space issues hence, for that devs should again contact the owner or maintainer to clear the cache. When the pipeline's privacy is set to "everyone with access" the clear cache button can also follow that.
