Top "Close Issue" button, not responding

Summary

When attempting to close an issue by the top, "close issue" button, the issue is not closed, and no feedback is provided. Using the bottom "close issue" button closes the issue as expected.

Steps to reproduce

1. Create a new issue, and save it.
2. Attempt to close the issue, but clicking the top "close issue" button.

Issue is not reproducible on GitLab.com. Issues noticed in GitLab Enterprise Edition 12.10.9-ee

Confirmed in both Chrome and Edge.

What is the current bug behavior?

When clicking the top "close issue" button, nothing happens.

What is the expected correct behavior?

When clicking the top "close issue" button, the issue should switch to the closed state.
