AuditEvent for service bot Project Access Tokens creation

Problem to solve

Recently Project Access Tokens were introduced for service bots under &2587. These tokens are deliberately not associated with a user. However, we still want to track which user created each one.

Proposal

The app should create an AuditEvent when a user creates a service bot Project Access Token.
